Local governments face daunting urban planning challenges in the face of rapid population growth, increasing demand for affordable housing and climate change and divergent community perceptions. There is currently insufficient action to meet these formidable and dynamic challenges. Greater know-how and capacity development need to be invested in local planning and political authorities to promote knowledge-based action. More than two thirds of Australians reside along the coastal cities with over 15 million addresses across 544 local government areas at risk from coastal hazards from 2020 onwards (XDI, 2019). This makes it an urgent priority for local government to fast track adaptation planning for its residents in the low-lying hazard prone areas as well as Council services and infrastructure. In 2019, UNSW students from the Master of Urban Development and Design and Master of Landscape Architecture programs addressed these challenges within a design studio environment. In the studio they developed strategies for urban resilience for a network of five communities surrounding the Brisbane Waters on the Central Coast. The studio adopted an urban scenario planning approach using open source data and on-the-ground evidence to develop diverse community resilience strategies. For each community three scenarios were developed to test alternative urban design strategies and provide insight on possible contrasting futures. This paper demonstrates the benefit of evidence-based scenario planning for local authorities. Such approaches contextualise complex abstract problems and provide new insights for local climate adaptation in accessible and transparent ways. This proactive approach emphasises the need to build the urban design and planning capabilities of local authorities to enhance coastal adaption and resilience to climate change.

This paper considers the potential value of genomic information, comments on the nature of evidence about this potential value, particularly on genetic association studies, points out the need for a roadmap, outlines steps in a roadmap that was developed within the Human Genome Epidemiology Network (HuGENet), discusses progress with these steps, and comments on future directions.

There is wide agreement among the scientific community that local government's have a central role to play in fostering smart cities which focusses on improving quality of life by integrating technology with urban operations. But, urban governance in rapidly urbanising countries of global south is often poorly organised to deal with emerging challenges and sustaining local growth, seriously hindering their aspirations to become smart cities. Although smart city case studies are abundant in literature, their governance framework and structural variations across regions are not emphasised. Furthermore, efforts to import governance models from developed world cities are facing lack of unique context sensitivities, which stand against their transformation as smart cities. This paper contributes to the debate on urban governance of smart cities by providing their distinct theoretical conceptualisations and linking them with case studies. It analyses the urban governance dynamics in Indian cities which has started implementing a massive 100 smart cities development programme. From the past experiences of Indian cities in reforming urban administration to its new model of special purpose vehicle led project execution; this research critically assesses the ability of Indian cities to change its archaic bureaucratic complex traditional government in to a more accountable collaborative governance. The outcomes from this study highlights the need for aspiring smart cities in emerging economies to address deep-seated structural issues of municipal government's and engage in a process of governance transformation rather than adopting temporary solutions.

Urban development initiatives in India are largely shaped by a 'patchwork of programmers' launched periodically by the Government of India. Recently, the Indian government has launched multiple urban transformation programmes aiming at smart city development, urban renewal, and heritage development. But, India's urban policy interventions lacks effective mechanisms for measuring the impact of such programmes over time. Indicator systems can provide insight into local urban challenges and issues and offer a basis for measuring urban progress as a result of public investments. Although there are multiple global indicator facilities available for adoption, considerable challenges remain in selecting an appropriate set of indicators for local conditions. With Indian urbanisation intensifying and an accompanying proliferation of urban development programmes, there is an increasing need for a set of indicators suited to local context. A local approach can objectively measure the existing performance of Indian cities vis-a-vis quality of life and sustainability, and can evaluate the outcome and benefits of new local urban development programmes as they are implemented. To address this emerging need, this research aims to provide a bridge between local urban performance and the capacity to meet local and global standards. By the application of factor analysis (Principal Component Analysis) on 59 indicators chosen from various urban sectors, this study attempts to derive the most significant factors to measure the performance of 98 Indian cities and assess their potential to become sustainable smart cities. The study enhances the selection and development of policies by city makers. It also establishes an approach to develop urban typologies for different Indian cities. Such a categorisation makes the bewildering range of Indian cities and their challenges easier to comprehend and address.

Smart cities commentary often highlights the technological and entrepreneurial aspects of the city. But, the dimensions of local policy and politics is surprisingly little debated. Mega cities in the rapidly urbanising economies develop a plethora of urban policies and plans cultivated by various state and local agencies. These are often overlapping or conflicting and as a result do not produce desired outcomes. Prospective smart cities tend to add a new layer of plan and devise extra institutional instrument in to this already complex environment. We challenge this idea of smart cities being another stand-alone initiative and explore how integration of plans and unification of smart city visions with the overarching city development goals can better support effective urban transformation and local innovation. This research addresses the complex planning and governance mechanisms in the world's fastest growing economy – India - which has initiated an ambitious mission to transform 100 urban areas across the country into "smart cities". The federal program involves the provision of centrally devised guidelines for smart city development. These combined with local level policy and institutional initiatives in designated smart cities in India shape a multiplicity of policies and programs. A two-level case study is presented in this paper as a critical polemic on this policy landscape. Investigation along these lines provide opportunities for identification of underlying patterns and challenges of smart city developments in India. The paper concludes with a series of recommendations for building sound smart city policy frameworks in emerging economies.

Purpose – With the dramatic transformation of China's industrial landscape, since the late 1990s, adaptive reuse of industrial heritage for cultural purposes has become a widely occurring phenomenonin major Chinese cities. The existing literature mainly focusses on specific cases, yet sees heritage conservation similarly at both national and regional scale and rarely identifies the main factors behindthe production of China's industrial-heritage reuse. The purpose of this paper is to examine the differences in heritage reuse outcomes among three Chinese mega-cities and explore the driving factors influencing the differences.Design/methodology/approach – This paper compares selected industrial-heritage cultural precincts in Beijing, Shanghai and Chongqing, and explores the local intervening factors influencing differences in their reuse patterns, including the history of industrial development, the availability of the nineteenth and/or twentieth century industrial buildings, the existence of cultural capital and the prevalence of supportive regional government policy. Findings – The industrial-heritage reuse in the three cities is highly regional. In Beijing, the adaptation of industrial heritage has resulted from the activities of large-scale artist communities andthe local government's promotion of the city's cultural influence; while in Shanghai, successful and more commercially oriented "sea culture" artists, private developers in creative industries and the "creative industry cluster" policy make important contributions. Chongqing in contrast, is still at the early stage of heritage conservation, as demonstrated by its adaptive reuse outcomes. Considering its less-developed local cultural economy, Chongqing needs to adopt a broader range of developmentstrategies.Originality/value – The paper contributes to knowledge by revealing that the production of industrial-heritage cultural precincts in Chinese mega-cities is influenced by regional level factors, including the types of industrial heritage, the spontaneous participation of artist communities and the encouragement of cultural policy.

Modern industrial development commenced in many Chinese mega-cities after the 1840 Opium War with Britain. Industry continued to develop according to Chinese socialist production policies after 1949. Following the adoption of market economic practices throughout the late 1970s and 1980s, China's industrial landscape began to dramatically transform. One consequence of this transformation is the rapid disappearance of industrial heritage through demolition, as obsolete factories are replaced by new industrial zones outside the city limits. Adaptive reuse of inner city industrial heritage for cultural purposes has emerged as a way to preserve China's dramatic urban industrial heritage. This paper discusses selected cultural precincts in Beijing, Shanghai and Chongqing which have been adapted from abandoned industrial sites. Comparing the differences of the reuse patterns in the three cities, the paper analyses the local contexts behind the patterns, including the history of industrial development, the current remaining industrial heritage types, specific cultural context, and local government policy.

Purpose: This paper aims to discuss what people perceive as risks and resilience factors, and how they build everyday resilience. Design/methodology/approach: The study focuses on Kampung (literally "village") Plampitan, a neighbourhood in the inner-city part of Surabaya. The research used field observation, in-depth interviews and workshops during community meetings to collect data. Findings: The results show how people respond to daily risks and find the support necessary to survive. The problems and risks revealed in the study include crime and economic difficulties, such as unemployment and insufficient income. Coping strategies identified are classified into place-based adaption, people-based network and political network. These strategies can serve as a starting point for local communities to assess their resilience and assist them in enhancing "everyday" resilience. Originality/value: The paper argues that the concept of resilience must go beyond top-down approaches to disaster risk management and integrate bottom-up understanding from the perspective of local people, especially among marginal and disadvantaged communities. The paper develops the emerging and overlooked concept of "everyday resilience" and suggests that it is essential in surviving both "everyday" or small-scale chronic risks and large-scale disasters.
